Having new legendaries doesn't make them less legendary.
They're legends. Different cultures. It wouldn't make sense for there NOT to be a lot.
The only thing that makes legendaries feel "less" legendary is by reusing the same legendaries over and over again.
If the rumor of having the legendary birds again is true, then that would mean this would be the 4th set of legendary birds from Kanto. Even if you consider that one set is a time paradox (HGSS's being FRLG's) you'd still have 3.
Or Latias/Latios being available in Hoenn, Johto and Unova.
There aren't "too many" legendaries unless you believe that the world has "too many legends", ignoring that they are mostly, gasp, regional, and that Japan has its own legendary/mystical beasts, just like Europe and other countries.
Like I said, the only thing that makes too many legendaries is handing us tons of old ones REPEATEDLY or giving away shiny ones so we have an overabundance of a single legendary.
4+ Mewtwos is where it starts to get silly.
