Is "theme" in reference to the battle theme? I am very delighted and surprised to see someone else with preferences so close to mine.

For me it's Aqua/Magma > Galactic > Plasma > GSC Rocket.

Themes are their battle and admin themes.
Galactic and Plasma are not far from Aqua/Magma. The three teams have great themes overall

I agree, I loved all of the ones after rocket (which was pretty plain and mediocre). Plasma's actually may be the most "complex" but aqua/magma is smooth and fluid.

I'll never understand what some people see in Aqua and magma's designs. They're just a mix of stupid and boring. Galactic and Plasma were at least outrageously stupid which made them a little more amusing. Rocket's was simple but fit the premise of them being a bunch of burglars and thugs. Aqua's was just boring and only vaguely nautical, striped shirts alone hardly being exclusive to old sailor imagery and the rest of the outfits not fitting the theme. And then Magma's was just stupid looking with no justifiable reason for it.

As far as being a legitimate threat or getting close to succeeding, Magma/Aqua should be much closer to the top. They achieve their goal before realizing that it was a bad idea the whole time.

I liked the pirate-esque theme that Neo Plasma and Aqua had. I like the color scheme of Magma, Rocket is alright but simple.

Team Rocket had enough power in Kanto to take over its largest city for a significant length of time, and effectively terrorized and extorted people all over the region. In Johto they were still successful at setting up operations and the only reason they "failed" is because Giovanni didn't want to be found.
Team Magma/Aqua/Galactic are so incompetent they couldn't even control the Legendary Pokemon they woke up, and Magma/Aqua spend more time fighting each other than you.

Galactic actually captured the three copy paste pixies, controlled dialga and palkia, and were ABOUT to take over the world when Giratina fucked things up for them.
Plasma actually took over the Elite four (not some fucking gym or shitty town), and convinced people everywhere to release their shit pokemon (and captured them), until that flaming faggot N fucked things up for Ghetsis.
