That was my point in bringing up Nidoran.
Wormadam has 3 forms, but they all have different base stats, different types and different movesets. So why are they not different Pokemon?
Meowstic male and female have different movesets and I wouldn't be surprised if different stats as well. So again, why are they not different Pokemon, but Nidoran Male and Female are?

So there's no reason not to concede that possibility.
Anyway, I'm not actually picking a side in this. It's not like I care. I am just here to bring up that Nintendo themselves are inconsistent and called the Kyurem formes "New Pokemon" as well as Mega Mewtwo Y.
I don't see why Pokedex entries are the deciding factor in what makes it a new Pokemon, though. Specifically since Nidoran M & F are considered separate and for all intents and purposes, Volbeat & Illumise, seeing as they can birth each other. They're just gender variants, but they have priority over something like Meowstic and Wormadam's cloaks.
