There are few anime that have any better animation quality than America did in the 60s and 70s. It's just a lot harder to tell since there's more stock poses than that had. That is if you measure the quality by how fluid it is. There's very few instances where Pokemon is that fluid. Coloring is highly debatable, but it's always been fairly bright most of the time. Digital made it more obvious, but stylistically, there is little difference. At least it isn't flat. I really think the problem shouldn't be with the art style. It's the writing that has more problems.
