He's even way more shallow. Ash has personality and is a character. Red is essentially a drone.

Giovanni saw Red's strong battle spirit and it made him remember what being a Pokémon trainer is about so after he lost he realized friendship and believing > wealth and crime. Something like that. As for the battle, his Rhyhorn was probably overlevelled or Red had underlevelled Pokémon. I remember in both Red and Leaf Green most my Pokémon were underlevelled. Heck, I read the whole league with none of my Pokémon over level 50.

That battle made no sense at all. Ryhorn was somehow even with Hitmonlee when in reality a single hit from Lee would be enough to KO that Rhyhorn.
Also, in the games Giovanni gives up on team rocket because he's getting beaten over and over by you, but in the anime he gives up even though he wrecked Red in every battle before that one and even in their last battle he barely lost and he was using just 2 pokemon against 6. Red clearly wasn't a problem to this Giovanni
