1. Because GameFreak realizes the power creep fucks over old Pokémon
2. GameFreak can have their cake and eat it too by making Mega Evolutions temporary but not broken since an item slot is occupied.
3. To justify the lack of new Pokémon this generation.

They needed an excuse to pander to fans who liked older mons and wanted to be lazy rather than coming up with original designs. That and they did not want to touch a 4th evolutionary stage or balance older mons to make them more viable.

So they made megas.
