>>14261497That's where you're completely wrong, because trying to design the majority of new elements/characters/Pokemon in a game to be "viable" is the PRIMARY CAUSE of power creep in any game.
Since the only way to make people consider a Pokemon competitively is to have it either equal or outclass an existing Pokemon that fills the same niche, you would end up with the average Pokemon in the gen being as strong as Conkledurr or Volcarona. Then the legendaries would be stronger, as well as a few outliers.
The next gen, Game Freak would be competing to make pokemon viable in a metagame that was made even stronger because the majority of Pokemon in XY were so good -- they'd end up making even stronger Pokemon to compete with them. It snowballs.
The only way to combat power creep is to throw "competitive play" out the window while designing Pokemon and just focus on making Pokemon that are fun and interesting for the single-player game without being too overpowered, while bringing in new mechanics to nerf existing overpowered Pokemon. And that's exactly what Game Freak has been attempting to do with this generation.
