Can first step Pokémon evolve in to mega?

So like say I have a Torchic can I mega it into BlazikenMEGA or does it need to be Blaziken to evolve in to mega?

See if it was the first phase Pokémon then you could still use babby Pokémon but evolve them in battles so you don't have to suffer their hideous forms cough Venasaur.

But I'm guessing you need to evolve them or Pikachu won't get a mega form and GameFreak would have an embolism if Pikachu wasn't catered to in every way shape and form.
