ok hear me out! the reason there's only about 70 new pokemon is because the kalos region is divided in 3 zones, and when you get the national you have access to new evolutions for previous pokemon, and the reason that they dont appear in the kalos region is because you can't simply find/get them there and you need to get the pokemon from the previos generations and evolve them.
