You wall opponents while stat boosting (we still don't know if defense boosts switch to attack boosts when the forme changes, FWIW) in defensive mode.
Then, you switch to offensive mode and proceed to destroy them with your monster attack stat.
The nature of the mon is that when he's defensive he's VERY defensive, allowing him to boost comfortably before attacking and becoming VERY offensive; with respectable speed, he could easily sweep the opposing team without any of them landing a hit, especially if his moveset is, say, King's Shield / Sacred Sword / Swords Dance / Autotomize and he can get off a +2 speed to boot.
In such a setup, low speed would be a hindrance since it would mean taking additional damage every turn, which even if you reverted back using King's Shield after every attack would result in pretty massive damage accumulating over multiple attacks (since you get hit before each attack, rather than not at all once the sweep starts).
Meanwhile if you intend to play him as wall/stall, which obviously works given his toxic immunity and stupid high defenses, you don't need high speed but then neither does it matter if it's low since you won't switch to attack forme anyway.
IDK I just don't see where low speed would be an absolute advantage unless you had a compelling reason to switch formes extremely frequently.
