"Work harder" implies more effort = more income. Which, even in a good economy, is only true of artists of varying careers. Slave wage workers can't just work more hours then they are given, and telling them to get a second job (good luck finding one in this economy) is testament to how awful our treatment of lower and middle class persons is. Do not shame people for being poor, and do not tell them to work harder as if they aren't trying. You don't know their story, and you clearly know nothing of how awful our economy is.
