Well they did rush it, but that doesn't mean they didn't put in effort.
I'm extremely impressed with the 3D engine, the models, and the designs.
I am disappointed in the smaller amount of new pokes.
However, I think it's obvious that the game was forced to come out much earlier than it would've in order to sell the 3DS.

But no, there's a lot of stuff they needed to do to get their money back. Wii U was selling like shit, and still is even after the price drop. They needed a 3DS Pokemon game. The whole reason they announced the 2DS was because there weren't many 3DS units being sold and they needed to make a cheaper alternative.

The game was rushed. I love it and I'll buy it, but it's rushed, probably by nintendo to boost 3DS sales for Christmas 2013 - hence the simultaneous release.

Pokemon Z will be the one to watch, just like BW2 compared to B/W
