Consider:
1) the easiest way to extend a game's replay value is a New Game + with higher difficulty; it's basically just recycling the game but amping up certain things and giving the players a reason to run through all the shit you designed a second time. Compared to developing even a small stretch of new towns and routes and a story to fill them in, giving every single trainer in the game a more challenging team is probably a comparative cakewalk in terms of labor.
2) this game is already reputed to have at least some sense of competitive tactics. Ever since Josh pointed out the horde of Sevipers that Swaggered each other and berried off the confusion, it's been apparent that the game is doing more than just throwing random pokemon at you and expecting the level discrepancy to constitute the challenge. Doubly so given that as the games have progressed through B2/W2 we've seen a far more conscious effort on the part of the devs to cater to the "tactical play" side of things.
Now, I'm bummed to not see Black Tower or something similar make an appearance (I thought it was a much more interesting take on "infinte play" than the Battle Tower/Subway shit ever was) but has any of our leakers even TRIED going back to the new game screen and seeing if there's some sort of challenge mode?
For all you fucking know there's a new thing in the options menu that lets you amp up the difficulty AND lets you turn on fucking Nuzlocke Mode. You don't know because nobody's looked. But while it's fair to criticize the game for things that seem apparent, like the lack of new Pokemon to be discovered at this point, expecting there to be no challenge mode whatsoever is just you talking out of your ass.
