In fact. I wager that the rest of the Pokemon needed to at least reach 100 will be saved for the 3rd version instead of DLC.

Also, I wager that this lack of Pokemon came out as a result of these games being rushed out.

you already "paid" for the DLC by purchasing the game.

Did the math. 25,000 pokemon is about 3 MB.
Lets make some heavy assumptions.
X and Y sales: 15 million
Box capacity for each game: 3000
15 mil x 3000 = 45 Billion pokemon this gen in circulation. Max
45 Bill x (3/25k) = about 5 terabytes

5 TB isn't a whole lot in terms of server space. Overhead for maintaining 5 TB, even with redundancy, is dirt cheap for Nintendo.
