If anything, it should be Zekrom & Reshiram that combine with the DNA Splicer to create Perfect Kyurem, and it would've made just as much sense for it to be a Gray/Grey version.
Black 2 & White 2 exist for 2 reasons:
1. To switch it up and have a story sequel, which hadn't been done since Gen 2.
2. Because the story sequel facade makes people who don't buy all versions in a gen believe they must get the sequel for the continued story, and since B&W had differing stories, they needed differing sequels.
Extra reasons include:
- Allowing them to do the Challenge Mode/Unova Link/Key thing they always wanted to do and will never do again.
- Because money. More versions? More stupid people that buy all of them because the GTS is too cool for them.
