in origins there are only 149 known pokemon, all from the kanto region. so how can the stones be passed down from the kalos reigion?

FRLG2 that goes to Hoenn. When it comes back, Route 27 is being made. You visit Johto for a bit and meet the MC from RSE. You give them a mega stone.In RS2 the second region is Kalos for some reason

I really think they should have included other generations of pokemon off the background in passing. Like all the major pokemon that Red is interacting with are Gen1. But off hanging from a tree or a picture on a wall is a couple newer gen stuff.

I mean obviously since they had Mega Charizard and mention of Kalos, they EXIST.

I think the culture in Pokemon is more region-centric. They think of everything in terms of their own region - that's why each region has its own League, its own Pokedex, and it's only after the region's been catalogued that the Professors start thinking about species in terms of a national scale.

No. The only Lapras you can get in Kanto is a gift.

Wild Lapras are found in the Sevii Islands, Johto, Sinnoh and Unova.

Look at its Kanto Pokédex.

It implied that Lapras were an endangered species, hence why you couldn't find them in the wild of Kanto. It's not that they didn't originate in Kanto, it's just that they became nearly extinct in that region.
