A smaller amount of Pokemon is not inherently bad.

The issues arise however when changes aren't made to adjust for the decreased amount

Issue 1 : The fodder Pokemon weren't adjusted to make up for the lesser amount of Pokemon.

The Pikachu Clone, The Early Game Rodent, The Early Game Bug. They still follow the pattern of ultimately being useless. This is 7 Pokemon who simply exist to follow established patterns through Generations. This is a big deal because this 10% of the new Pokemon. Thank goodness Gamefreak chose to make Talonflame more in the lines of Starraptor rather than Unfezant, otherwise it'd be 10 Pokemon.

Issue 2 : The prevalence of Mono Types. Once again, this only becomes an issue with Kalos do to the low number of Pokemon. There are 17 Pokemon confirmed to remain Mono Type throughout their entire lines in the Kalos Dex. That is over 20% of the Pokedex. This makes it hard for these Pokemon to stick out and being able to shine because they are forced to either be compared to their dual type brethren of the Kalos Dex OR end up being compared to the Pokemon who share their typing from previous Gens. It serves to only make them less remarkable and intersting

Issue 3 : The lack of new unique distinguishing abilities. Now Issue 1 and 2 would be non-issues if this was not an issue. If more Kalos Pokemon had abilities that made them stick out, such as Aegisshield, it be far easier for them to stick out. Instead, most of them were given abilities from past gen that do nothing to make them unique. Litleo being one of the hardest hit families.

Issue 4 : Bad Stat Distribution. To end, many Kalos Pokemon have less than ideal stat distribution. This further makes them pale in comparison to their previous gen brothers because many people don't have fun using weak Pokemon when they can have a choice of a strong one.
