A. it was fairly irrelevant, and somewhat vulnerable during the weather wars. It's got great defenses, but not so great that it can stand up to choiced hydro pumps in the rain, or fire blasts in the sun. Furthermore, it sucks vs chlorophyl sweepers, since it needs the speed advantage to be at its best. It's rumored that auto-weather got a nerf.
B. The gen 5 metagame shifted more towards fighting-types, and Togekiss lacked a fighting resistance, making it take big damage when switching in to counter them, even when prediction was good.
C. Paralysis support was not a particularly common team strategy, and sleep powder users that commonly used double powder in gen 4, more commonly covered stun spore up with an additional coverage move or other support move, thanks to improved movepools.
D. Normal/Flying is a pretty bad stab combo. Fighting is a good coverage type to have, but it's not that great compared to having a nice secondary stab like moonblast (assuming Togekiss gets that).
There were a number of reasons Togekiss fell out of favor, but some of them were fairly unique to the gen 5 metagame. It never stopped being an excellent pokemon, and replacing normal with fairy constitutes an enormous buff.
