Drought alone would make Moltres viable in the upper tiers (as well as make it outclass Charizard Y like its base form already does with normal Charizard) and Articuno could use Snow Warning, better special attack and better speed so hail teams aren't stuck with slow-as-molasses Abomasnow as their inducer

I don't know. I complained about the excessive legendaries in gen 4 and 5 and I'm happy with only 3 legendaries.

Zapdos was good until Thundurus came along and single-handedly kicked it down to UU and Moltres and Articuno got their day ruined by SR.
