Because of the limit of one per team, it's essentially Mega's competing with Mega's a "team leaders" so to speak. A Mega will be broken if it becomes the only good choice, not if it outranks OU peers.
Traditionally things get banned because they overcentralize- ie; there's no reason NOT to run Blaziken, Genesect or Thundurus on a team. With a Mega, because of that restriction, you CANT always run them on teams. Team structure becomes much more important to Mega's.
It creates a really interesting dynamic, actually. We'll see some interesting shit this gen.
Also, interesting to note, while Garchomp's Mega isn't as overwhelming, it isn't bad. It has a similar setup to Rayquaza in role, and adds a layer of unpredictability (you will always expect a Charizard on a team to go mega, but not always Garchomp, as both non and mega are viable.)
