An NPC says "No one believes I saw a giant Gourgiest!" which pretty much confirms that "Small Size" is a form. It might be location based like Drifloon, you might have to evolve it while it's lull from cake in Amie, we don't know anything about it other than it does seem to have a "large size" form.
The NPC was near a warehouse full of Punk trainers, and it's suspicious on the inside. He apparently can't progress though because "He's not punk enough" so he can't go meet the Boss Punk that is inside. Regardless of if Gougiest is there like we think, whatever else is there seems to be interesting
