Because in the past people complained so much about the lack of new content in past games, Game Freak decided to keep other new Pokémon for the release of the almost inevitable third version/sequel, which will raise the total new Pokémon number to around 150. The next game/s will also complete the plot of X and Y and explain better the deal of some NPCs (see Hobo), while giving us the usual extra stuff like Battle Frontier, rematches, and so on.
