There are 3 Regional Dexes for Kalos: Central, Coastal and Mountain. Each dex contains 150 pokemon for a total of 450 pokemon. You get the National dex for entering the Hall of Fame; the National dex now has 718 total pokemon.

For some reason I remember hearing a rumor about not many new pokes just after the X/Y announcement.
But dw, it's an even numbered gen (inb4 muh patterns), and it's the first 3D gen, they had to make brand new models for the existing >650 (> because forms), i'm sure gen VII will have more new pokes, and some megas for our gen VI bros, but I for one am just as excited to use my old bros in 3D as I am to use new mons. Megasandslash pls GF

You start at Central Kalos, then go to Coastal and then Mountain, you'll unlock each pokedex as you get there, it seems.
