It's partially true.
you can't remove the hat, but you can wear the 'unhat' hat which does almost the same.
The only way to aquire the unhat is via cheats tough. you need to press R, N, Q and f12 together, which will unlock a special shop- are you still reading? seriously, if you didn't get the ref at this point, you won't get it ever.
