You can choose only 3 at the start but there are skin treatments so I think you can choose Darker or lighter tones

I don't think we're aware of the color choices yet, but you can change your skin color at a certain place(s?) in Kalos, so don't worry about what colors are available right when you start, because you may be able to change it more diversely later on.
