If the new pokemon are all there is, what are they going to do about movies? For the last few generations (all generations actualy) the movies have been about legendaries attacking/fighting each other. Without many legendaries in X and Y they have very little material to work with for and movies, when they have in the past been able to force out 3 or 4 movies per generation.

It could be that there are more Legendaries past the ones revealed that have yet to be found, possibly as event pokemon. It just seems like Nintendo would have wanted more legendaries purely for this purpose.
