No, really; so the fuck what? Kyurem-B isn't a different Pokedex slot from Kyurem, but it's still treated as a different pokemon by the players. Hell, the two are in different Smogon tiers. There's different play strategies for each, different approaches.
Mega evolutions aren't really even forme changes, unless you count something like Zen Darmanitan as equivalent to Giratina-O; they're an in-battle change. But using them affects your gameplay strategy and how you build your team, and the way you use Mega Ampharos will be different from how you use Ampharos; there's plenty of reason to believe that certain mons will be in one tier, while their megas will be in another tier.
So, what's really different? Why focus on Pokedex slots? Is the total amount of new content to enjoy, take in, play around with, and strategize around and against—which is the whole point—really best encapsulated by the size of the National Pokedex?
From a gameplay standpoint, why would you give the addition of MegaMewtwo Y zero points, but the addition of Munchlax 1 point?
I don't want to argue about whether megas are technically "new pokemon", they aren't, as you said they're not new dex slots. But who cares? They ARE additions which should satisfy the same desire that new Pokemon do, which is new additions to the character roster/bestiary you play as and against.
