Never heard this "kite" theory. I know there are kites based on serpentine dragons, but that's a bit of a stretch. Even if it is "partially" true, it is still largely, if not wholly, based on the Dragon's Gate myth, so there is still no logic for it to be flying over dragon.

That's because the heiarchy of Mewtwo and Alakazam beating everything is over now. Nerfing the offenders and making them more common is the way of balance. At first it was psychic types going from gen 1 to 2, and now it is dragon types who are being brought into line.

The point is. At best fairies get a free switch in on a dragon attack. Which can fuck over a dragon, if and only if they are choiced. Otherwise, they will just hit them with an EQ, or other coverage next turn and kill the fairy. They don't even need poison or steel type move.
