There are four moves that have the word 'Pulse' in them. It may be a broad term that covers not-so-obvious moves. I can't imagine stuff like Hydro Pump and Hyper Beam not getting boosted.

Well, Dragon Pulse and Dark Pulse both get boosted, which will probably end up getting used by Blastoise. Even if he doesn't have a water type move that benefits he'll still be a wicked rain sweeper because of his bulk and stab power. Both defenses above 120 and a SPA of 135 is nothing to scoff at.

Blastoise looks like a big fat Squirtle. Wartortle's the odd man in his evolutionary chain, just like Charmeleon.
