Standard Garchomp sets don't run Stone miss in gen 5.
The only time you should is if you're running a choice set but Terrakion is usually better for that role.

I think Togekiss will go back in OU.
As for Garchomp, Iron head will probably become its coverage move of choice. Being walled by Skarmory isn't nearly as bad as being revenge-killed by fairies.

Togekiss is often played against an entirely paralyzed team after the proper support. It's so reliant on Air Slash for this game style that it makes for the only pokemon in the entire game who can actually put metronome to legitimate use. However, you must make sure that you are in a situation where you end up using the move more than 6 turns in a row for it to actually be more useful than just using choice specs. In most Togekiss sweeps, Togekiss has to use roost a few times, thus interrupting air slash and metronome, so you have to be pretty crazily certain that your sweep is going to work before you start it. I'm not sure why Smogon doesn't mention metronome anymore. It used to list it in other options, but I guess they decided that metronome was just too much risk.

You're a colossal moron. People may not use the Smogon set but you're a fool if you think people don't use Togekiss as a defensive variant. If nothing else, it's very common in VGC teams with a Thunderus-T hard counter, because it very reliably makes tailwind support. It's in fact very hard to kill a togekiss. I mean, just check its resists: grass, dark, 1/4 bug, 1/4 fighting, immune to dragon, immune to ground. It has a 100% reliable recovery move and great special attack with NP. Face it, Garchomp hates the thing.

I worry about Togekiss' new found steel weakness. Scizor wrecks its face with BP and I don't see anything that'll reduce Scizor use other than maybe Aegislash. The new resistances are super good (I think people underrate how much bulkier a 4x resist to fighting adds) but is it worth being weak to a pokemon that's already been dominant for 2 gens? We'll see.

Still, it only has 4 moveslots. Air Slash and Fairy STAB are mandatory, then it has to pick between Roost, Thunder Wave/Body Slam, Fire move or Aura Sphere.
