Well, it isn't just about how big the claw is, it needs the strength to actually slam it down on the target. It's better off just using whatever strength it has to gun down the opponent.

This would be pretty good. I'd suggest adding a chance to paralyze (shellshock) the target, but that'd probably make it too OP.
