He's viable in every tier.

It would be much more fun to let him wear hats or other cosmetics while you transform into the other pokemon, which will wear the same cosmetics like you do.

And only Ditto is allowed to wear cosmetics.

Ditto's incredibly balanced; the reason it's in NU by Smogon standards is because it works as well as whatever tier it's used in, so it's never centralising and never useless.

The only way you could really buff it is if Transform copied the oppponent's HP too (and kept your fraction of their HP or something?) or maybe made quick powder still work while transformed (which might make it overpowered anyway)
