Why can pokemon use moves with types that they are weak against?

It makes no sense.

If a little cool breeze can kill gliscor, why can it use magic ice in its fangs to bite others?

How is Starmie able to discharge electricy if even a little touches it, its ded?

Pokemon should take recoil damage whenever they use these moves. It would make coverage moves hilarious and shift everything.
