What if the reason there seems to be so few legionaries or pseudo-legionaries found is that Nintendo has finally managed to figure out DLC for Pokemon that doesn't require the pokemons data to even be on the cart?

That way they can announce entirely new pokemon in the future which can just be downloaded into the game?
