You send Pokemon to the Cloud from BW or BW2 (any and all) from PokeTransfer, then you use Pokemon Bank to retrieve them in Pokemon X or Y.
The service costs $5 for a whole year of use, but it is free for the first month.

But you don't have to pay for it if you just do it immediately. There's no reason to even use it after you dump all your old guys anyway until the next generation.
