It's basically a question of whether dual type moves only take SE hits into account, or if they measure both types against the target type

from a programation point of view it doesn't make sense, since effectiveness is a mutiplication to begin with, be it SE or not really effective.
taking the super effective part without taking into account the resists is not a good game design idea, too.
