You might be mistaking it with the ability to change your Pokemon's abilities with that item from the new Battle Tower.

Its an item you can get postgame for like 200BP. It hasn't been confirmed if it allows DW abilities or just switches between two regular abilities

If a Pokemon can have several abilities (Except Dream Abilities), for 200BP you can get an item for change them.

e.g.: If your Gardevoir has Trace, you use the item so now has Synchronize
