If I can get rid of a whole line, probably Sproink or DeedledeeWHOOPs.

The only reason Jolteon and Vaporeon are passable in OU is because of rain. Take away rain, no more 100% Thunder, no more Hydration, no more boosted Scalds. They're just "meh" monotypes of which there are better alternatives in and out of rain.

Not really, vaporeon with hydration and wish is a monster and so is jolteon with that speed and thunder, which is exactly why they are used over other pokemon.
