You will need at 5 Binacles on your team all hold one of the 5 BF keys. Make sure you level the one with BF-Head and not the other. When he reaches level 35 and if the other Binacles are all in your party, he should evolve to Barbaracle holding the item: Binyu Force Insignia. Removal of this item will break it into the five BF keys.
