You're never allowed to escape the Rock type.
You're never allowed to have more than 495 BST unless your ability is terrible or you're Aerodactyl
You're never allowed to have your stats be put where it'd do you good, you're obligated to have some wasted on useless stats

Even though Bug/Ice sucks too bad, it still sounds better since it isn't weak to three priority moves, two of which are 4x super effective.

Only way that could be worthwhile is if it gets a special-typed Normal attack with a BP of 95 or better (That's Ice Beam's BP)
I suppose having an Ice Type Hyper Beam is... okay? It's certainly unique.
