Seriously, the designers should be focusing more of their time on branching evolution trees for older pokemon and pre-evolutions. There are enough bases there to never make a half-assed new base pokemon like "This one's a bird... but FIRE too!"
New Pokemon in Gen Seven Priorities:
Pre-evos and New Evos > Any pokemon that would help populate a new type like Fairy > Mega Forms > Another fucking normal type and bird type jesus christ
