In other words, most other mons that can use Flare Blitz. The problem is that Flareon with Flare Blitz would still be Flareon, which means it's slow and so will have to take a hit before it can use Flare Blitz, and its HP and Defense are both quite low, which means that not only will it not take that hit well at all if it's not special but it may easily not survive the recoil from using said Flare Blitz.
That's the thing about Flareon: No one "fix" would make it good. You'd need a combination of them.
