I remember it being said at one point that all Pokemon would be available in X/Y. I figured it would be like a national dex after beating the Elite Four. Is there still anything to this or will we have to port all the leftover mons from the poke bank?

Well, a huge chunk of that 280 is legendaries that aren't in the XY region dexes. And, more likely than not, a metric balloon of pokes outside the 450 become available after the E4 because patterns.

I think that can be considered believable, especially since transferring Pokemon over 3 generations of hardware is getting convoluted and pointless. Even more so if you just hacked them all. The world is due for a R/S remake, and the special Torchic could be a huge hint to that. If not a Z version, that would definitely be what's next on GF's agenda.

450/718 = 63%. That's a lot of Pokémon available, but it's not even 2/3 of all Pokémon. 268 are still unaccounted for and no one who has the National Dex has been able to find others yet, I don't think.
