Every pokemon who learns iccicle spear, which is only like 5 pokemon, have it tied in with their design, except for perhaps Mammoswine, but I guess it has tusks?
Nearly every move any pokemon learns is somehow based on their design/habitat. It wouldnt make sense for a pokemon like cloyster to get earthquake.
