Mega Charizard Y's main application will probably be as a late-game sweeper and weather counter on weatherless teams. He doesn't sync well with Ninetales because sun teams already have good fire sweepers, but as a Pokemon that can come out and heal while immediately replacing rain with a preferred weather that doesn't hurt the rest of the team much, he'll be good.
Maybe provide spin support just in case, though not Starmie for obvious reasons. With spin support he might be able to run a Belly Drum set with the healing from his mega evolution.
Long story short, this guy could actually be a lot more powerful than the other Charizard, especially if he gets a speed boost in his mega form.
