>>14412544Because there's a question with a lot of people over whether SR is actually broken and unfun enough to harm the game (As Double Team is) or if it's an inconvenience that just makes some pokemon unviable. If the ability to make wide swaths of pokemon unviable was a valid reason to ban something, they would have to ban a whole lot more than Stealth Rock.
Basically, Stealth Rock is something a lot of people complain about, but isn't really a problem, per se. You can still have fun with Stealth Rock, it makes battles go faster, it checks pokemon being too switch-happy, and skews the game in a more offensive direction. It ALSO makes Flying, Fire, Bug, and Ice types hard to use competitively. It's a trade off.
On the other hand, Double Team does one of two things: It either allows the user to win through sheer luck, which isn't fun for the loser and isn't meaningful for the winner, or it causes the user to lose when the user hits anyway, causing the user to feel cheated and the winner to be bored. No one wins when Double Team is on the field.
