Being all alone at the top of the most dangerous mountain in Johto with an incredibly strong team and having that mean look with his hat, I guess people assumed that he became the ultimate silent and mysterious badass. Since he doesn't say anything, it gives the impression that, since he supposedly is at the top of the Pokémon world and has basically fulfilled every objective he had in his life, he is now mindbroken, tired of everything and has no reason to live anymore so he just spends his days training in Mt. Silver.
In reality, he just doesn't say anything because he is a silent protagonist (or was) and doesn't really have any personality of his own. This is also why his face is partially hidden by his hat: he is just a self-insert for the player, so he doesn't really have his own face. It also explains why he has a Pikachu and the Kanto starters: Pikachu is the mascot of the series and the starter of Yellow, while the Kanto starters are, well, the starters that the player starts with.
His appearances outside GSC and HGSS are different, though.
