Unless it has a radically different secondary ability (not even Swift Swim is enough), it won't be a fully offensive Pokemon. Its lack of high offensive base stat means a full attacking set will only work ingame.
Thunderbolt/Water moves would only be used, off the top of my head, to hit Steels, who resist/immune to both its STABs.
