Weather is more centralizing than hazards, but still not as centralizing as sleep, and even then weather would've been banned if it wasn't for the short time until the next gen. I get very high on the ladder with weatherless hyper offence.
And you've obviously never played the GSC meta which is 100% smogon. The power creep comes from the generations. Besides, double team and sleep aren't defensive strategies, hazards are though, so I really don't see why you're complaining about them.
I still don't see how Scizor/Outrage is as horribly unfun as double team. I'd say that Scizor/Outrage is only unfun because the meta is stale. Double team is just unfun no matter where or what. At the end of the day double team doesn't have that many great arguments for banning, except that it adds to the randomness. But double team is banned because Smogon is making a meta game that'll be fun to play in. UU is in pretty much every generation a better meta than OU, this is because the council doesn't ban things just because they're broken or uncounterable, it's because they ban things that are unfun and bad for the meta. Sadly people like you keep Smogon from doing that in OU and it's the reason why OU is so stale.
