They are just like trades or pokebank.
No one is downloading any new pokemon species data.
Only individual pokemons are being created.
Which is why pokesav can create data for a new pokemon that's not unlocked in a game and it can still be traded into it. No, the game isn't downloading a new pokemon, because the pokemon species isn't new, it's just creating a pokemon with the stats it's being told to use to create.
Events just tell the game "HEY GAME CREATE A POKEMON WITH X STATS" it gives the game the species, the moves, and everything else that every pokemon has.
But the game already has to have the pokemon data inside, the sprite, the cry, the pokedex data, the moveset, the stats it is meant to have, all that shit is already in the game.
